The Department of Administrative and Financial Affairs, established through the merger of the Comptrollership Department and the Department of Support Services included in Decree Law No. 124, has been incorporated into the Administrative Organizational Structure of our University pursuant to Decree Law No. 190.

 

Duties

The duties of the Department of Administrative and Financial Affairs are defined in Articles 30 and 36 of Decree Law No. 124 on the Administrative Organization of Higher Education Supervisory Boards and Higher Education Institutions.

Within this scope, the duties of our Department are as follows:

a) To prepare the university’s budget drafts in accordance with planning and programming principles and monitor their implementation in order to ensure the most appropriate and efficient use of existing resources such as personnel, funds, and materials for the economical and effective execution of services and activities,

b) To collect and evaluate the necessary information, documents, and statistics regarding the financing sources of investment programs,

c) To monitor the cash flow and budget appropriations during implementation,

d) To carry out the university’s inventory management and all payment and collection procedures,

e) To perform services related to the procurement of equipment, tools, and materials,

f) To provide cleaning, lighting, heating, maintenance, repair, and similar services,

g) To carry out printing, graphic design, document processing, and duplication services,

h) To conduct security and environmental control activities,

i) To perform other similar duties assigned.

 

Responsibilities

To ensure that the University’s existing resources, such as personnel, funds, and materials, are utilized in the most effective and efficient manner for the economical and effective execution of the services and activities required by the University, and to carry out the procurement of goods, services, and similar needs of the University,

To record and register the materials purchased by our unit, maintain fixed asset records, ensure that they are legally documented, take the necessary measures for their protection, organize storage facilities, and process the issuance of materials distributed to units,

To ensure that the University’s immovable properties are leased in a timely manner so that services can be carried out without interruption,

To procure the materials required for the University’s civil defense services and ensure that these materials undergo periodic maintenance and repair,

To carry out the University’s security and environmental control activities,

To perform, monitor, and control the payroll processes of office, security, and cleaning personnel employed within the University,

To ensure the payment and monitoring of communication and electricity expenses belonging to the University’s units, which are among the responsibilities of our Department.
